| Report says nation's wildlife refuges underfunded |

American wildlife refuges are so underfunded that one-third are
unstaffed, facilities are falling into disrepair and, in some extreme
cases, marijuana growers are using them as planting grounds, according
to a report presented to Congress by the Cooperative Alliance
