The federal Conservation Reserve Program, which pays farmers for taking land out of crop production, has been credited for saving tons of soil since it began 23 years ago, but Montana farmers and ranchers say that delaying their ability to hay or graze their lands to Aug. 1 results in lower-quality hay and forage, but conservation groups said birds such as pheasants don't stop nesting until that date.
