again BRAVO !

The concept that future generations of snowfall and rain can be, somehow 'spent in advance' is more absurd than the mentality of the people who proscribed such "laws." This is a great day in the life of advanced lifeforms, that rainwater may be captured and used by the people it falls upon... next thing you know, people will stop watering grasses that are not natural or native species! What a concept... yards that don't have to be mowed with gasoline internal combustion engines ... or clippings that are not hauled off to max'ed-out landfills... OMG... is the western mentality coming of age?
