The article states the facts. The west is growing and the western states need to find water to fuel that growth. An "environmentally sound trans-basin water pipeline" through the remaining habitat of the Wyoming Pocket Gopher may have adverse impacts not only on the precious headwaters of the Colorado River, but on the environmentally sensitive areas east of the Green River and across south-central Wyoming. Does this application sound the first shots in the Water Baron Wars of the 21st Century?

This proposal will spur development in an already overdeveloped area. The answer to a limited water supply is not to encourage more development. Wyoming residents have known this for a long time. The Southern Delivery System is a current proposal by Colorado Springs Utilities and the Bureau of Reclamation that proposes to pipe water from Pueblo Reservoir north to the Colorado Springs area. This proposal will not eliminate the problem, but just delay the inevitable, which is that there is not enough water to sustain the current population, let alone encourage more growth. Wyoming will soon experience its own shortages of water if the Mr. Million's proposal is allowed to become reality.
