For some, it might as well be crammed in with the basics: Speech,
religion, water. But discussion of securing water rights didn't prove
so simple on Thursday. The decision on whether to commence water
adjudication across Coeur d'Alene and the Spokane River Basin is still
pending, due to criticism raised by the Coeur d'Alene Tribe at
