EPA Releases Rulemaking Guidance on Environmental Justice PDF Print E-mail
epa_diversity_in_rulemaking.pngU.S. EPA leaders told agency employees yesterday to watch out for disparate environmental effects on the poor, racial minorities and American Indians, releasing a guidance document with advice on promoting "environmental justice" throughout the rulemaking process.

EPA Administrator Lisa Jackson has focused on that issue during her tenure, touring the country with members of the Congressional Black Caucus to visit communities that have been disproportionately affected by pollution and environmental degradation. When the agency released a draft version of its five-year strategic plan, environmental justice was listed as one of her overarching priorities.

"Historically, the low-income and minority communities that carry the greatest environmental burdens haven't had a voice in our policy development or rulemaking," Jackson said in a statement. "This plan is part of my ongoing commitment to give all communities a seat at the decision-making table."

This report by Western Resource Advocates and Environmental Defense Fund illustrates why legislation is needed to curtail the risk unmitigated climate change poses to western water supplies and highlights the inextricable links between energy and water in the region. Climate and clean energy policy is also smart water policy. Transitioning away from forms of energy that emit health-harming greenhouse gases can also free-up the vast amounts of water formerly used for energy production.

Large Landscape Conservation: A Strategic Framework for Policy and Action, the latest Policy Focus Report published by the Lincoln Institute, describes regionally based initiatives currently underway in forest lands, ecosystems, watersheds, and wildlife corridors that involve multiple jurisdictions and ownership. The report recommends ways to encourage such efforts and foster innovation going forward.
