The temperature of the Deschutes River has increased since a water mixing tower at the Round Butte Dam began operating in April, and fishermen say the warmer water is affecting steelhead catches. Portland General Electric Co., which operates the tower, and the Oregon Department of Fish and Wildlife say the dam caused unnatural cooling and the mixing tower is now restoring the river to what it was like before the dam was built in 1964.
