Recently, the Bush administration waived compliance with environmental regulation on two different occasions.
On April 1, 2008 the Department of Homeland Security waived more than two dozen environmental laws and regulations to expedite the building process for more than 400 miles of U.S-Mexico border fence.

Additionally, on January 17, 2008, President Bush imposed an emergency waiver to the Coastal Zone Management Act and the National Environmental Policy Act. This allowed the Navy to use high-intensity sonar that is damaging to marine mammals.

A federal court ruled against the waiver.

Now, the Navy has asked the Supreme Court to hear the case.

Do these events represent the respect given to environmental laws in the United States?
Are the Bush administrations actions unconstitutional?
